All many immigrants want is the right to make a living in the United States… legally.  Work permits are never a stand-alone benefit.  You become eligible for a work permit when applying for or receiving many other immigration benefits, such as visas, green cards, asylum, DACA, and many others.  You should NEVER give your hard-earned money to anyone who says they can get you a green card, unless you know the core benefit application is real.  Improperly filing for work permits leaves a paper trail and could make you ineligible for immigration benefits for your entire life.
